If you’ve looked out over Lake James or other parts of the Catawba River Basin lately, you might be scratching your head a bit.
Water levels look normal. In some spots, they even look great.
So why are Stage 2 water restrictions still in place? It’s a fair question — and one a lot of people across Western North Carolina have been asking. The short answer: what’s happening upstream matters more than what you’re seeing on the lake.
Right now, the bigger concern isn’t how much water is sitting in the reservoirs. It’s how little water is flowing into them. Across the basin, streams, creeks, and rivers are running well below where they typically are for this time of year. Those smaller waterways are what continuously feed the lakes, and lately, they’ve been coming up short.


A helpful way to think about it is like a checking account. The balance might look fine today, but if deposits slow down while withdrawals stay steady, that balance won’t hold forever. That’s the situation water managers are watching closely.
We’ve had some rain recently, and it has helped — no question. It’s one of the reasons lake levels haven’t dropped off fast. But those rains have been hit-or-miss and haven’t produced the kind of widespread, steady runoff needed to bring streamflows back to normal across the entire watershed. In many areas, those feeder streams are still lagging behind.
And that’s where the concern comes in.
The Catawba-Wateree River Basin supports a lot more than just what you see along the shoreline. It supplies drinking water, supports local businesses and farms, helps generate power, and maintains ecosystems all the way downstream into South Carolina. Because of that, water managers aren’t just looking at today — they’re looking weeks and months ahead.
Keeping more water in the system now helps protect against the possibility that dry conditions stick around deeper into summer or even into the fall. The latest CPC drought forecast indicates that these conditions will persist into Fall.

That’s where Stage 2 restrictions come into play.
They’re designed to trim overall water use by a modest amount — usually somewhere in that 5 to 10 percent range. It may not sound like much, but across millions of people, it adds up quickly and can make a meaningful difference in slowing how fast water levels drop.
In other words, the restrictions aren’t about reacting to empty lakes. They’re about avoiding that situation altogether.
There is some good news. The recent rainfall has helped stabilize things and kept conditions from slipping further. But until we see a more consistent pattern of rain that boosts streamflows across the basin, conservation is likely going to remain part of the picture.
So if you take one thing away from all of this, it’s this:
